  First a disclaimer. I worked for the NBPD for six years from 1983-1989. I also worked at three other agencies, before retiring. I worked my entire 26 plus years in Orange County. I have worked with every agency in Orange County as a result of working narcotics for many years and being loaned to the GoldenWest Police Academy many years ago. I can tell the citizens of Newport Beach(And I live here, too.) that they have the finest Police Department in Southern CA; possibly the state. I was a training officer at three different agencies, including NBPD and in charge of one of the Field Training Programs at another agency. NBPD only hires the brightest and the best. We would wash out good officers in training that went on to successful careers at other agencies, but they were not good enough to work at NBPD.(One retired as a sergeant at his agency)
  
  If you see something that you question, wait till the dust settles and ask a sergeant/field supervisor (politely) if he/she can explain what happened. If you don't like the answer; file a complaint. The forms are on the internet and at the front desk. Perception is reality; however your perception might not be accurate. It is the duty of ALL Law Enforcement to keep the public informed. However, it is all the duty of the public to respect the law even if you don't like it; don't agree with it or don't like it applied to you or someone you know. If you are about to be arrested and you feel it is unlawful arrest; the law says you must submit to a lawful arrest. You are not going to win that argument(Lawful vs Unlawful Arrest) in the street at that moment.
  
  Submit to the arrest. If you feel it was an unlawful arrest, complain at the station to a supervisor. File a written complaint. Complain to the office of the Chief. He is a fair and honorable man. Sue the department if you wish; it's your right. However statements like, "He was arrested for riding a bike," are not necessarily accurate. Booking fees are not set by the police officers. You can save yourself booking fees by not doing something to get arrested.
  
  Police officers are not perfect, even at NBPD. Generally speaking they are hard working men and women that want to do the right thing and help people. They just get tired of getting second guessed at every turn. Respect them, respect the law and they will respect you.
